Holy See Holy See

The Holy See – the central government of the Roman Catholic Church – began an official relationship with the Council of Europe in 1962. In 1970 it became the first official Observer, entitling it to follow discussions in the Committee of Ministers and to send a permanent representative to Strasbourg. Other observers include the United States of America, Canada and Japan (1996) and Mexico (1999).
