Eighth Secretary General takes office

Former Spanish Foreign Minister Marcelino Oreja Aguirre was Council of Europe Secretary General from 1984 to 1989, when he was elected to European Parliament of the European Union (EU). He served as an EU Commissioner from 1994 to 1996.
