Democracy close to home

The European Charter of Local Self Government marked a step forward in recognising grassroots democracy in Europe. It protects the rights of local authorities, setting out conditions, principles and practices that states agree to respect, such as guaranteeing the right of citizens to participate in managing public affairs and elect their local representatives, and for local authorities to have their own structures and financial resources.
