FranceThe first Summit of the Council of Europe in Vienna recognised that Europe needed help to end racism and intolerance. The outcome was the European Commission against Racism and Intolerance (ECRI), a body designed to monitor the extent of racism, racial discrimination, xenophobia, anti-Semitism and intolerance, and to help countries tailor solutions that would work for them. ECRI has an expert from every member country, appointed on the basis of their independence, impartiality and expertise, who not only visit and assess the situation on the ground, but maintain close links with civil society and other bodies involved in the fight against racism.
