Tenth Secretary General takes office

Swedish academic Daniel Tarschys, a fluent Russian speaker and expert on Soviet politics, oversaw the accession of a large number of countries from the ex-USSR during his term in office, coining the motto “better include than exclude” to sum up his vision of a Council of Europe that covered the continent. He is a member of the Swedish Academy of Sciences.
