USA becomes observer

With the world shrinking and linking, it was clear that the Council of Europe had much to offer countries outside its region, and vice-versa. The United States had already partnered with the Council on a number of international Conventions: as an observer it could work more closely on the most important topics of the day. The USA maintains a consulate general in Strasbourg that works not only daily with the Council of Europe, but with local people to help them discover American culture and history – including special events for the 4th of July Independence Day.
