FranceUntil 2001 it was impossible for someone to explain how good they were at speaking another language – an important element in many processes, from being accepted into a language class to proving that you have enough mastery of a language to apply for citizenship. The Common European Framework of Reference for Languages (CEFR) solved the problem by providing a six point scale, from A1 for beginners, up to C2 for fluency.
