France French jurist Jean-Paul Costa was first elected to the Human Rights Court in 1998, following a career that had taken him from the French Ministry of National Education, to heading the French delegation negotiating construction of the Channel Tunnel and then working at the Universities of Orléans and the Sorbonne in Paris.
