All CountriesThe attacks on the Twin Towers in 2001 heralded the start of international attempts to wipe out terrorism. The Council of Europe Convention on the Prevention of Terrorism aimed to make that fight more effective by criminalising acts that could lead to terrorist offences, such as hate speech, recruitment and training and by reinforcing extradition and investigation measures.
