The Commissioner for Human Rights is an independent and impartial non-judicial institution established in 1999 by the Council of Europe to promote awareness of and respect for human rights in the Organisation’s member States.
Dunja Mijatović became the fourth person and the first woman to be appointed Council of Europe Human Rights Commissioner when she took office on 1 April 2018.
Nils Muižnieks became the third Human Rights Commissioner when he took office on 1 April 2012.
Thomas Hammarberg took office as the second Human Rights Commissioner on 1 April 2006.
Álvaro Gil-Robles, appointed 15 October 1999, was the first ever Council of Europe Commissioner for Human Rights.
